Flood Protection Levels of Service, Resilience and Design Standards

I am complementing my research on the history of dam safety legislation with some research on the origin and basis of flood protection levels of service and design standards in NZ. This includes understandings and expectations of past funding agencies regarding the handling of overdesign (superdesign) events. I am also doing some thinking on the relative merits of input, output and outcome measures and the challenges each of these present when applying them in practice.
