I have more than 30 years’ experience in leadership and technical roles at Waikato Regional Council, Auckland City Council (City Design), Watercare Services Ltd and Otago Regional Council (ORC). My accountabilities have included engineering, natural hazards, civil defence and emergency management, environmental implementation, science and building consent authority (for dams) functions. In June 2024 I left ORC after almost 20 years on the Executive Leadership Team and established my own consulting practice, Corsair Consulting. I am based in Ōmokoroa, in the Bay of Plenty, but operate nationally.

I provide strategic, business and project planning, management services and peer review in the areas of community resilience for natural hazards and climate change, flood protection infrastructure, and river and environmental management. I also have a professional interest in the regulation of building control and safety management of dams. I am accredited as an RMA Hearings Commissioner.

I hold the degrees of Bachelor of Engineering in Civil Engineering with First Class Honours and Doctor of Philosophy in Engineering, from the University of Auckland. I am a Chartered Member of Engineering New Zealand and a co-opted member of the New Zealand Society on Large Dams (NZSOLD) Management Committee.

I have participated in many working groups that have informed the development and implementation of government policy and regulations. These include:

• Climate Change Adaptation Technical Working Group, convened by the Minister for Climate Change and supported by the Ministry for the Environment (MfE).

• Dam Safety Technical Working Group, convened by the Ministry of Business, Innovation and Employment and MfE.

• Working Group on Mandatory Performance Measures for Flood Protection and River Control, convened by the Department of Internal Affairs (DIA).

• Three Waters Stormwater Technical Working Group, convened by DIA.

• Local Government Adaptation Advisory Group, convened by MfE.
